I am planning to develop a simple application to help freelancers. What would be better to start, web or desktop application?

This is like asking if it is easier to shot a bullseye with a handgun or longbow from a long distance, it depends on your gunskills or bowskills. Same for desktop apps or webapps.

As a side note, do not use Flash player.

Desktops applications/programs are better than web applications. I have been using allot of programs on my Windows 10 Laptop. They are really easy to use.

You got to look at the pro's and con's of each platform as each have their own strengths and limitations.

It depends on what it is I guess. Some programs are just better suited for desktop apps whilst others are better as a web app. Personally, I would go for a website because some people are a bit reluctant to download stuff especially if it has not been developed by a big company. Once you get a lot of users then maybe you could move over to a desktop app.

I would go for a web app too. It's easier for me at least, not sure for others. And as kingcool mentioned - people won't download a thing which isn't developed by a huge company.
